It depends on which rules your campaign uses. Under the 2024 Bard rules, you can replace one cantrip whenever you gain a Bard level. Under the 2014 rules, there is no general option to switch a cantrip when you level up.
How the rules differ

Under the 2024 rules
The 2024 Bard Spellcasting feature lets you replace one cantrip whenever you gain a Bard level. The replacement must be another cantrip from the Bard spell list. This is separate from gaining additional cantrips at Bard levels 4 and 10.
Under the 2014 rules
The 2014 Bard rules do not give you a general option to replace a cantrip when you gain a level. The rule that lets a Bard replace a known spell applies to a spell of a level for which the Bard has spell slots, so it does not apply to cantrips. D&D Beyond’s official 2014-era Bard guide likewise says that you do not get to change your cantrips. The official 2014 Player’s Handbook errata does not add a general cantrip-replacement feature.
Check which rules your table uses
Before changing a character’s cantrip, confirm whether the campaign follows the 2014 or 2024 Player’s Handbook rules. A Dungeon Master may also set a house rule, so check with them if the table uses a modified rule.
