Java Edition 1.21.6 explicitly lists horses among the large mobs that cannot fit in a boat. For a water crossing, use a lead to tow the horse behind your boat instead. The cited rule is specific to Java Edition; it does not establish the current behavior for every Bedrock platform or version.
Can you put an adult horse in a boat in Java Edition?
No. Mojang’s Java Edition 1.21.6 release notes list horses, donkeys, mules, camels and sniffers as large mobs that cannot fit in a boat. The notes mention the same boat restriction while describing a special leash connection to a Happy Ghast.
How to take a horse across water
Use a lead to tow the horse behind your boat. The community-maintained horse reference also describes towing a boat containing a horse with a lead. In either approach, the horse is not riding inside your boat as a passenger; it is being pulled along. The reference is community-maintained, so verify the method for your edition and version if it does not work as expected.
Does the same rule apply in Bedrock Edition?
The official release note cited here is for Java Edition, and the available evidence does not confirm a definitive current answer across Bedrock versions and platforms. Check the behavior in the specific Bedrock edition you play rather than assuming the Java rule applies everywhere.

In Java Edition 1.21.6, Mojang describes leashing a boat and large mobs that cannot fit in a boat—explicitly including horses—to a Happy Ghast in a special quad connection. That is a separate transport feature: it does not put a horse inside a boat. Minecraft’s release notes provide the version-specific details.
