Yes. Nanami can survive the arrow scene at Rockaxe: when the timed prompt appears, choose either response quickly enough to trigger the protagonist’s attempt to shield her. That survival route is not, by itself, the special best ending; that ending also requires other conditions and specific choices involving Jowy.
How to trigger Nanami’s survival route

Do not confuse the Kyaro choice with the Rockaxe prompt
The earlier decision about rescuing Nanami in Kyaro is separate from the timed response at Rockaxe. A walkthrough recommends rescuing her in Kyaro because that choice can affect the ending; if she is left behind, she can rejoin later. What else is needed for the Happily Ever After ending?
Nanami’s survival is only one part of the route. The finale walkthrough lists these additional requirements and decisions:
- Recruit all 108 Stars of Destiny.
- Obtain the fourth spell of the Shield Rune.
- Trigger the private Huan-Shu conversation about Nanami.
- At the finale, refuse rulership and go to Tenzan Pass.
- When facing Jowy, refuse to fight, defend on every turn of the duel, and refuse his offer.
