No. Pokémon Legends: Arceus has no traditional Pokémon Gym challenge. Instead, you join the Galaxy Team’s Survey Corps and explore Hisui to catch Pokémon, study them, and help complete the region’s first Pokédex.
How progression works instead of Gyms
The game’s official gameplay guide centers on exploring Hisui, observing and catching wild Pokémon, battling, and completing Pokédex research. Its story overview describes the player joining the Galaxy Team Survey Corps and working on the region’s first Pokédex. That survey-and-research structure takes the place of a Gym circuit; Gym Leaders and Gym challenges are not the game’s progression framework.

What Jubilife Village is for
Jubilife Village serves as the player’s base, with facilities that support the journey into Hisui. You return there as part of an adventure built around surveying the region and researching Pokémon, rather than traveling from town to town to earn Gym badges.
Can you battle people?
Yes, but human-led Pokémon battles are unusual in Hisui. The official gameplay guide says, “The mingling of people and Pokémon is still not the norm in the Hisui region,” and explains that people who live alongside Pokémon—and especially those who lead them in battle—are rare. Certain people, including some wardens, may challenge you. Those encounters do not amount to a traditional Gym challenge.
