An official Japanese parliamentary answer quotes Article 24 of Japan’s Constitution as: “婚姻は、両性の合意のみに基いて成立” (“Marriage shall be based only on the mutual consent of both sexes,” in the government’s quoted wording). That is relevant legal context, but it is not a specific ruling about marriage to a Pokémon and should not be treated as a worldwide legal conclusion.
