No. You can’t upgrade the standard Scythe at Clint’s Blacksmith. Instead, Stardew Valley offers separate, stronger scythes: find the Golden Scythe in the Quarry Mine, then unlock the Iridium Scythe through Farming Mastery.
Why Clint won’t upgrade your Scythe
Scythes are not eligible for Blacksmith upgrades. The standard Scythe does not gain copper, steel, gold, or iridium quality, and Clint’s usual tool-upgrade service does not apply to it. The upgrade process for eligible tools takes two days, but there is no Scythe upgrade to place in that queue. The Stardew Valley Wiki confirms that the Scythe cannot be upgraded at the Blacksmith.
How to get better scythes
Golden Scythe: find it in the Quarry Mine
The Golden Scythe is a separate item, not an upgraded version of your starter tool. You obtain it from the Grim Reaper statue at the end of the Quarry Mine. Compared with the standard Scythe, it has a wider radius, deals 13 damage instead of 1–3, and has a 75% chance per swipe to harvest hay from grass, compared with 50% for the standard Scythe. A Silo is needed for cut grass to add hay to your silo. The Golden Scythe’s wiki page describes its location and mechanics.
Iridium Scythe: claim Farming Mastery
The Iridium Scythe becomes available after you claim Farming Mastery. It is another distinct scythe, not an upgrade you purchase for the Golden Scythe at Clint’s. It is described as the most powerful scythe and can harvest any crops. See the Iridium Scythe’s wiki page for its unlock and use.

Can the Forge enchant a Scythe?
No. The Forge is not a way around the upgrade restriction: random tool enchantments exclude the standard, Golden, and Iridium Scythes. The Forge’s wiki page lists the scythes among the excluded tools.
