The command syntax depends on your Java version. For Bedrock Edition, the official documentation reviewed here does not establish a vanilla player-side way to color an anvil-renamed item.
How colored item names work in Java Edition
Java uses item components to store name information. Mojang describes minecraft:custom_name as a “Custom name override for an item (as set by renaming with an Anvil)” in its Java 1.20.5 release notes. That component can contain formatted text, including a color.
The 1.20.5 notes show this example for a red custom name: custom_name='{"text": "This item is renamed!", "color": "red"}'. It demonstrates that Java can assign a color to the custom name; it is not a color option in the ordinary anvil text-entry interface.
Use syntax for your Java version
Java 1.21.5 changed how text components are represented in commands: instead of JSON wrapped as a string, components use inline syntax. Mojang’s Java 1.21.5 release notes show the inline form minecraft:custom_name={text:'Renamed item'}. That example illustrates the representation change; it does not include a color value.

Consequently, do not assume that a command copied from a different release will work unchanged. Match the component syntax to the version you are playing, and use custom_name when you want an anvil-style custom-name override.
Do not confuse custom_name with item_name
Java also has an item_name component, but it serves a different purpose. It replaces the item’s default name, is not italicized, and cannot be changed or removed in an anvil, according to Mojang’s Java 1.20.5 release notes. Choose custom_name instead if you need a custom name that behaves like an anvil rename.

What about Bedrock Edition?
Mojang’s Bedrock Creator documentation for minecraft:display_name describes setting the displayed name in an item definition. That is an add-on/development capability, not evidence of a normal survival player’s anvil workflow.
The official material cited here does not establish whether vanilla Bedrock players can color an item name through an anvil or what input syntax would work. Java component commands should not be presented as Bedrock instructions.
