In Pokémon lore, Ditto is described as able to transform into other life-forms, with a nearly perfect disguise. In the games, though, it does not let players freely choose any Pokémon to become: its transformation follows the target and rules of the specific game or battle.

What Ditto’s Pokédex entry says

Ditto’s official Pokédex entry describes it as able to transform into other life-forms and says, “Its transformation ability is perfect. However, if made to laugh, it can’t maintain its disguise.” The entry’s language is broad, but it does not spell out a catalog of forms or say that Ditto can choose a transformation at will. The Pokémon Company’s Ditto Pokédex entry is the source for both the transformation description and the laughter caveat.

How Transform works in a main-series battle

In Pokémon Brilliant Diamond and Pokémon Shining Pearl, the official Trainers Guide describes the move Transform as copying the target’s move set. That is a battle move directed at a particular target, not a menu for selecting any Pokémon in the Pokédex. The same guide notes that a Pokémon can know up to four moves at a time. What Ditto does in Pokémon GO Gym battles

Pokémon GO uses its own rule. The official announcement says that during Gym training or battles, Ditto copies the appearance, types, and moves of the first Pokémon it sees, then keeps that form for the rest of those Gym battles. This is specifically a Gym-battle behavior in Pokémon GO; it should not be taken as the rule for the main-series games. Pokémon GO’s announcement describes the mechanic.

So, can Ditto turn into every Pokémon?

The clearest answer is: Ditto is broadly described in the Pokédex as transforming into other life-forms, but the available official descriptions do not establish that it can become every Pokémon in every continuity, or let a player choose any form. In games, check the particular title and situation: a battle move may copy a target, while a separate mode such as Pokémon GO Gym battles can apply its own copying rule. The general RPG guide explains Pokémon stats, including HP, but does not specify which stats Transform copies across game versions, so claims about those details require a source for the exact game.
