How Transform works in a main-series battle
In Pokémon Brilliant Diamond and Pokémon Shining Pearl, the official Trainers Guide describes the move Transform as copying the target’s move set. That is a battle move directed at a particular target, not a menu for selecting any Pokémon in the Pokédex. The same guide notes that a Pokémon can know up to four moves at a time. What Ditto does in Pokémon GO Gym battles
Pokémon GO uses its own rule. The official announcement says that during Gym training or battles, Ditto copies the appearance, types, and moves of the first Pokémon it sees, then keeps that form for the rest of those Gym battles. So, can Ditto turn into every Pokémon?
The clearest answer is: Ditto is broadly described in the Pokédex as transforming into other life-forms, but the available official descriptions do not establish that it can become every Pokémon in every continuity, or let a player choose any form. In games, check the particular title and situation: a battle move may copy a target, while a separate mode such as Pokémon GO Gym battles can apply its own copying rule.
