Not automatically. Minecraft’s official terms do not categorically prohibit every third-party launcher. They do restrict where game downloads and updates may come from, prohibit distributing Minecraft game files or hacked and modded versions of the client or server software, and bar tools from implying they are official or approved. The answer depends on what a launcher actually does—not simply who made it.
What counts as a “Minecraft launcher”?
“Launcher” describes software that can perform different functions, not one legal category. One program might provide an alternate interface for starting a game; another might download, modify, or redistribute game files. Those actions raise different questions under Minecraft’s terms.
The Minecraft EULA says users may develop tools, plug-ins, and services if they do not seem official or approved. It separately says game downloads and updates must come from a source Mojang authorizes. So the fact that an interface is third-party does not, by itself, establish that it violates the EULA—or that every way it obtains game files is permitted. Minecraft EULA
What do Minecraft’s terms restrict?
Game downloads and updates
The EULA says downloads and updates must come from an authorized source. A launcher that obtains or supplies Minecraft files from an unauthorized source should not be treated as approved just because it can start the game. Check where it gets the files, rather than relying on its name or interface.

Redistribution and modified game software
For Java Edition, the EULA distinguishes original mods from the underlying game software. It allows original mods, tools, and plugins, but says users may not distribute modded versions of the game and that hacked or modded versions of the client or server software are not okay to distribute. The Usage Guidelines likewise prohibit redistributing Minecraft games or alterations of game files. Minecraft EULA · Minecraft Usage Guidelines
This distinction is about what is being distributed: a separately made mod is not the same thing as distributing a modified copy of Minecraft’s client or server software.

Branding and claims of approval
A third-party tool should not use Minecraft branding or present itself in a way that creates a false impression that Mojang or Microsoft made, approved, endorsed, or is affiliated with it. The EULA and Usage Guidelines both address misleading official appearance. Minecraft EULA · Minecraft Usage Guidelines

Not necessarily. A restriction in a service’s terms is a contractual matter; whether particular conduct also violates copyright, consumer-protection, computer-access, or other laws depends on the facts and the law that applies where the person is located.
