It depends on the Pokémon game and how you encountered it. Releasing a Legendary usually does not reset the game’s one-time catch flag. In Pokémon Scarlet and Violet, caught static Legendaries do not respawn at their set locations; in Sword and Shield’s Crown Tundra Dynamax Adventures, whether you keep the Legendary determines whether you can try for it again. Which game and encounter are you asking about?
What happens in Pokémon Scarlet and Violet?
For static Legendary encounters at set locations in Pokémon Scarlet and Violet, the cited game guide says the Legendary does not respawn after being caught and that the encounter is limited to once per save file. Releasing the Pokémon afterward does not provide another encounter at that location. Game8’s Scarlet and Violet Legendary respawn guide describes this rule for those games; it should not be assumed to cover every Pokémon title or encounter type.

What happens in Sword and Shield Dynamax Adventures?
In Crown Tundra Dynamax Adventures, encountering a Legendary during the adventure is not the same as choosing to keep it at the end. If you decline to keep it, you can attempt to encounter it again. If you keep it, that save file’s opportunity to take that Legendary is used. Releasing the kept Pokémon later does not restore the spent opportunity. Before leaving the final selection screen
If your goal is to preserve another attempt at that Legendary, choose a different Pokémon—or none of the Pokémon—rather than keeping it. Once you choose to keep it, releasing it later is not a way to reopen the encounter.

Does Pokémon HOME let you try again?
No cited HOME documentation says that transferring or releasing a Pokémon resets an in-game Legendary encounter flag. Nintendo’s pages describe compatible games and transfer limitations, not a way to restore a spent catch opportunity. Treat HOME as a tool for managing and moving eligible Pokémon, not as a respawn or release-reversal feature. Rules can differ by game and encounter method, and the examples above do not establish what happens in every mainline game, spin-off, or Legendary encounter.
