Yes. You can stay in the room after Toriel asks you to wait, and the game’s dialogue acknowledges that you have not left. Toriel’s phone calls are part of the sequence, but the available sources do not establish a dependable exact wait time.
What happens if you stay in the room?
Toriel’s dialogue checks whether you have left, then later recognizes that you are still there. A user-submitted transcript of the game text includes her lines, “You have not left the room, have you?” and “And you are still in that room, are you not?” (GameFAQs dialogue transcript).

So waiting is a valid choice: you can remain in the room and hear additional dialogue, or leave and continue. The official Undertale Steam listing confirms the game context, but does not document the details of this sequence.
How long do you have to wait?
There is no confirmed exact timer in the available sources. Games Learning Society describes optional dialogue after five minutes, but elsewhere on the same page says a call comes after ten minutes and later describes calls every five minutes or so. Because those timing claims conflict, treat them as unverified rather than as a reliable countdown (Games Learning Society guide).

The practical answer is simply that staying in the room triggers recognition and phone dialogue; do not rely on a specific number of minutes to predict when it will happen.
