The June 24, 2024 Economy 2.0 update for Cities: Skylines II (patch 1.1.5f1) warned that existing cities would experience temporarily increased deaths. The developer said older citizens would be affected more, and player guidance estimated the transition could last one to two in-game months. That was the published expectation, not a guaranteed duration for every save.
Why Economy 2.0 caused a death wave in existing cities
Economy 2.0 changed when citizens died. The stated goal was to add variety to the timing of deaths and reduce the chance that very large groups of seniors would die at nearly the same time later. The transition had an immediate cost: some older residents in existing cities would die as the game adjusted to the revised timing.
The June 24 patch notes put the warning plainly: “Your city will experience a temporarily increased death rate.” They also explained that existing citizens would have to die to prevent larger synchronized waves in the future. The announced spike was therefore a transition effect, distinct from the intended longer-term spread of deaths across time. Economy 2.0 patch notes
How long was the death wave expected to last?
The player guidance estimated one to two in-game months, with older citizens more likely to be affected. This was an estimate for the transition, not a promise that every city would return to normal on the same schedule. Why some saves also struggled financially
Economy 2.0 was a broad economic overhaul, not only a change to mortality. Its guidance described several changes that could put pressure on a city while deaths were increasing:
- Subsidies were removed, and service costs changed.
- Tile upkeep was added. Cities with many unlocked plots could see a substantial budget impact.
- Economic calculations changed, affecting budgets, production, employment, demand, rent and resource consumption.
- Businesses needed time to adjust production and staffing, which could raise unemployment; demand indicators could also shift rapidly.
- External services required paid imports for cities that relied on them to keep using those services.
So a city’s budget problems after the update were not necessarily caused by the death wave. The mortality change and the economic overhaul could disrupt the same save at the same time, while producing different symptoms. The player guidance suggested enabling Infinite Money in save options if a save became difficult to balance. What later updates changed about deaths
January 22, 2025 hotfix
A hotfix improved the death-probability curve, changed the ages of existing senior citizens to spread them from early adulthood through mid-range senior ages, and limited citizen age to 120 game days. The notes also warned that cities with many seniors might see unemployment rise as some residents re-entered the workforce. January 22, 2025 hotfix notes
February 18, 2026 First Frost update
First Frost addressed further death-simulation problems. The game had not accounted for time of day when determining deaths, causing most citizens to die between 0:00 and 6:00. The update increased death calculations from four to sixteen times per citizen per day to further reduce simultaneous deaths, and fixed an Easy Mode issue under which about 80% of citizens did not die of old age. The developer later described First Frost as tackling long-standing death waves. These were later fixes, separate from Economy 2.0’s 2024 transition warning. What the warning does—and does not—establish
The update announcement establishes that Paradox expected a temporary mortality increase in existing cities and gave an estimated duration. It does not establish how often players experienced severe collapses or show that every reported city problem had the same cause. Steam discussions contain individual accounts of serious disruption, including reports combining deaths with economic trouble, but anecdotes cannot show how typical those outcomes were or establish a patch-wide failure rate.
