No—not just to create a Steam account. Steam may ask for billing information when you make a purchase, including one paid with Steam Wallet funds. If you do not have billing information, Steam’s checkout instructions say to enter your name and physical address. Account setup and checkout are separate situations.
Do you need an address to create a Steam account?
No general address requirement is stated for account creation. Valve says it does not require you to provide or use your real name to set up a Steam account; the basic account information it identifies includes an email address and country of residence. Why is Steam asking for billing information?
Steam may request billing information during checkout, even when you pay using your Steam Wallet. Its support instruction for customers without billing information is: “If you do not have billing information, please enter your name and physical address.” Because Steam says it may request the details, do not assume every checkout will ask for an address. - Sales location: Steam says merchants in the European Union need customer location information to source sales.
- Sales tax: In the United States and Canada, billing information is needed to apply the relevant state or provincial sales-tax rate.
- Payment verification: For credit-card payments, Valve processes typical card details, including name and address, and transmits them to the selected payment service provider to enable the transaction and conduct anti-fraud checks.

What address should you enter?
If Steam asks for billing details, provide accurate information. Steam’s instruction for someone without billing information is to enter their name and physical address. Do not invent an address or use another person’s details: Valve says card payments involve address information for processing and anti-fraud checks, and Steam notes that an incorrect address can cause address verification to fail. Will other Steam users see your billing address?
Steam treats billing information as part of checkout; profile privacy settings control how profile information appears to other users. Steam offers Public, Friends Only, and Private settings, including controls for profile subcategories. Valve notes that public-profile information may be accessible through the Steamworks API, but its profile guidance does not say checkout addresses are displayed on profiles. To review what other people can see, open your Steam profile, select Edit Profile, then Privacy Settings. These controls govern profile visibility; they do not change what Steam may request at checkout.

What if you have moved or are buying while travelling?
Steam says your store country should match the country where you currently reside. After a move, changing the store country requires a local payment method, and the setting can be changed once every three months. Steam Wallet codes cannot change your store country.
