The USSR existed in Fallout’s prewar world, but the games’ official chronology does not establish whether it survived the Great War of 2077. The accurate answer is that its postwar status is unknown—not that it is confirmed to have survived or disappeared.
What Fallout establishes about the USSR
A Fallout Wiki entry describes the Soviet Union as a prewar country and points to references to it across the games. That is secondary, fan-maintained lore material, so it supports the USSR’s presence in Fallout’s prewar setting but is not an official account of its later fate. Fallout Wiki: “Soviet Union”
Bethesda’s official timeline places the Great War in 2077. It lays out the chronology and settings of several games, but does not say whether the Soviet state, its government, or a successor survived the war. Bethesda’s Fallout timeline
Why the postwar answer is uncertain
The distinction is between a country being part of the prewar world and its political continuity after the bombs fell. Evidence for the former does not prove the latter. The official timeline focuses on the Great War and the settings of games largely centered on American locations; it does not provide a global account of every country’s postwar government.

Accordingly, there is no supported basis here to claim that the USSR remained intact, identify a Soviet successor state, or describe postwar Soviet society. Nor does the absence of that information establish that the USSR definitively ceased to exist.

Does a later Fallout game resolve it?
Not in the official chronology cited here. For example, Bethesda places Fallout 4 in the Commonwealth in 2287, but that setting is not evidence of the USSR’s political status. The franchise’s American settings and timelines cannot, by themselves, establish what happened to countries elsewhere.
