It isn’t confirmed by the official sources available here. Ubisoft lists the Vector .45 ACP as a primary weapon for Mira and Goyo, but those sources do not establish whether it has a Black Ice skin or whether one can currently be obtained.
Which Vector is this?
In this question, “the Vector” refers to the Vector .45 ACP in Tom Clancy’s Rainbow Six Siege. Ubisoft lists it among Mira’s primary weapons on its Mira operator page, and among Goyo’s primary weapons on its Goyo operator page.
What is confirmed about Vector skins?
Ubisoft has documented weapon cosmetics for the Vector .45 ACP, but that does not confirm a Black Ice version. Its September 12, 2019 announcement for the Elite Mira Bundle identifies a Vector .45 ACP skin in the Inspiración set. The announcement does not call it Black Ice.
Ubisoft describes the bundle’s customization items this way: “All customization items, including weapon skins, headgear, uniforms, and weapon charms, are purely cosmetic.”

Can you get Black Ice for Mira’s Vector?
That remains unverified. The official pages cited here confirm the weapon and a different Vector skin, but do not say whether the Vector .45 ACP is eligible for Black Ice or provide a current way to obtain it. A secondary FAQ result makes conflicting claims about Vector eligibility, so it is not reliable confirmation.
Because eligibility and cosmetic availability can change, check the current in-game weapon customization and acquisition menus for direct evidence. Until an official Ubisoft source or reliable current in-game listing confirms it, a definitive yes or no—and specific pack or acquisition instructions—would go beyond what is established.
