No. In Cookie Clicker, a Cursor is an automated building, not a player click. Its cookies count as production (CpS), not as manual Big Cookie clicks or hand-made cookies. The cursor animation can make the distinction look less obvious, but the game tracks the two separately.
What counts as a click?
A manual click is when you, the player, click the Big Cookie. Those clicks generate cookies per click and contribute to the hand-made-cookie total recorded in Stats.
A Cursor generates cookies automatically as a building. Its output is counted as cookies per second (CpS), even though its animation depicts a cursor clicking the cookie. The animation does not turn its production into a player action.
What Cursors do count toward
Cursor ownership and cookies produced by Cursors have their own achievements. Those Cursor-specific milestones are separate from manual-click and hand-made-cookie totals.

The current Cookie Clicker wiki entry lists a Cursor’s base production as 0.1 CpS and its initial price as 15 cookies. These are version-sensitive game values, not universal figures for every version or game mode; the entry also notes distinct behavior in Classic.
What if an achievement or challenge mentions clicks?
Do not assume that Cursors count—or that they never count—for every achievement or challenge whose wording involves clicks. The answer above applies to the distinction between player-made Big Cookie clicks and automated Cursor production. A specific achievement or challenge may have its own condition.

If you are trying to preserve a challenge condition, check that condition directly rather than relying on the cursor animation or on a general rule about clicks. For example, a player discussion raises whether Cursors affect the Born Again challenge achievement; that question alone does not establish the rule for every challenge.
