Usually, yes. When a creature leaves the battlefield for exile and returns, it is a new object. Time you controlled the original creature does not count for the returned one, so it normally cannot attack or use an ability with a tap or untap symbol in its cost until it has been under its current controller’s control continuously since the beginning of that player’s most recent turn. Haste is the exception.
Why a returned creature is treated as new
Summoning sickness is a common name for a restriction tied to how long a creature permanent has been under its current controller’s control. It is not based on how long the card has been in the game or how long an earlier version of that permanent was on the battlefield.
Exiling a creature and returning it creates a new battlefield object. The new creature does not carry over the old object’s time under your control. Wizards’ Common Keywords glossary explains that a permanent returning after leaving the battlefield is like a brand-new card. For tournament-level rulings or unusual interactions, consult the current Comprehensive Rules.
What the returned creature can and cannot do
- Attack: Without haste, it generally cannot attack until it has been under its current controller’s control continuously since the beginning of that player’s most recent turn.
- Use tap- or untap-symbol abilities: Without haste, it cannot activate an ability whose cost includes a tap or untap symbol until it meets that same control-duration condition.
- Use other abilities: Summoning sickness does not itself stop abilities whose costs do not include those symbols. The ability’s own timing and restrictions still apply.
- Act immediately with haste: A creature with haste is exempt from summoning sickness. It can attack and use abilities with tap or untap symbols in their costs right away, subject to other rules and restrictions.
As Wizards puts it in the Common Keywords glossary, “A creature with haste isn’t affected by summoning sickness.” The relevant question is whether the creature has haste when it would attack or pay the ability’s cost; if a temporary haste effect ends first, the exemption ends with it.

How control and return timing affect the answer
Check the specific exile-and-return effect for when the creature returns and who controls it. If it returns under another player’s control, that player’s control of the new object determines whether it has summoning sickness. If it returns under your control during your turn, it normally cannot attack that turn unless it has haste.

- Whether the creature returns immediately or later.
- Which player controls it when it returns.
- Whether the effect gives it haste, and for how long.
- Any additional restrictions in the card’s text.
Wizards’ flicker release notes show that effects can differ in return timing and control, so do not assume every flicker effect works identically.

Because the returned creature is a new object, it does not necessarily retain the old permanent’s state or relationships. Wizards’ flicker guidance notes that counters on the original cease to exist; Auras attached to it go to their owners’ graveyards; Equipment stays on the battlefield but becomes unattached; and effects that targeted the original do not target the returned creature. A token exiled this way ceases to exist and does not return.

These changes are separate from summoning sickness, but they can affect what the returned creature can do. Read the returning card’s full text as well as the exile effect’s instructions.
