No. In the original Pokémon Ruby, Sapphire, and Emerald, Mirage Island’s appearance depends on a daily hidden-value check against Pokémon in your party—not the phase of the moon.
How Mirage Island appears
Mirage Island is a rare location on Route 130. Each day, the game generates a number from 0 to 65,535 and checks it against the relevant part of the personality value of each Pokémon or unhatched Egg in your party. If one matches, the island becomes visible. The documented trigger is this daily comparison; it does not require a full moon. PokéMaps and Bulbapedia describe the mechanic.
How to check for it before surfing
- Go to the southeastern hut in Pacifidlog Town.
- Speak to the old man inside. He tells you whether he can see Mirage Island that day.
- If he can see it, travel east to Route 130 and look for the island.
Checking with the old man first saves a trip when the island is not visible. PokéMaps documents this in-game check.
What affects your chances
Each party member gives the game another value to compare, so a larger party generally gives you more opportunities for a match. The specialist reference figures are approximate: PokéMaps estimates about 1 in 10,923 per day for a party of six with distinct relevant values, while Bulbapedia gives a 1-in-65,536 chance for a single Pokémon. The six-member estimate depends on the values being distinct; it is not a guaranteed rate for every full party. These are reference estimates, not results from an independent test.
