Pillager patrols can spawn in Easy mode in both Java and Bedrock Edition. Easy permits them, but it does not guarantee an immediate spawn: patrols also depend on timing and other edition-specific conditions. Peaceful is different and prevents patrols from spawning.
How Easy-mode patrol spawning works
Difficulty is only one part of a patrol’s spawn checks. A patrol may be allowed by Easy mode and still fail a particular attempt because of its timing, location, biome, or other conditions. The exact rules vary by edition, so Bedrock’s light and distance rules should not be assumed to apply to Java.
Java Edition
The community-maintained Minecraft Wiki patrol reference says patrols do not spawn in Peaceful and describes natural spawning conditions for Java; Easy is compatible with those conditions. According to that reference, attempts start once the world is at least 100 minutes old (five in-game days). After that, attempts recur following a 10–11 minute delay, with a 20% success chance per attempt.
The same reference describes Java patrols as spawning during daytime at a random X/Z position 24–48 blocks from the player, on blocks with block light level 8 or lower. It also says a patrol will not spawn when the player is within a 5×5×5 sub-chunk cube around a village. The cited group size is 1–6 pillagers. These are community-reference mechanics and may change with game versions.

Bedrock Edition
Microsoft’s published Bedrock spawn-rule example explicitly includes an Easy difficulty condition. The example appears in Microsoft’s patrol component documentation and in Mojang’s Bedrock samples pillager file. Microsoft’s documentation page lists a last-updated date of 2023-09-20.
In that example, the Easy rule requires a world age of at least 6000 ticks and uses a 600–660 tick delay with a 20% spawn chance. It also specifies surface spawning, a position 24–48 blocks from the player, brightness 0–7, eligible biomes, and a village-distance check; the example defines a herd of 2–5. These are values in the published rule example, not a guarantee that every Bedrock version or world will produce a patrol on schedule.
