No. A placed jack o’lantern is not documented as a way to keep Endermen away. Wearing a pumpkin is different: Minecraft says it lets you look an Enderman in the eye without provoking it, but it does not make you generally immune to attacks.

What does wearing a pumpkin do?
Minecraft’s pumpkin guide says wearing a pumpkin lets you look an Enderman in the eye without “riling it up.” In Bedrock, Microsoft’s equipment documentation identifies carved pumpkins as items that can occupy the head slot.
This is an eye-contact safeguard, not protection from every kind of aggression. Minecraft describes Endermen as neutral until provoked, including by being attacked or stared at. A pumpkin does not make attacking one safe.
