Legendary status by itself does not guarantee better IVs: the rules depend on the game and how you encounter or obtain the Pokémon. Pokémon GO, for example, has an appraisal system but no legendary-specific bonus established by Niantic’s appraisal guidance. In the main-series games, IV rules vary by game and encounter type.
What “better IVs” can mean
Players may mean a higher minimum for each stat, more perfect stats, or stronger performance in battle. Those are different questions. First identify the game, then the encounter or acquisition method; an appraisal rating is not the same thing as a guarantee about how IVs were generated.

Pokémon GO: appraisal is not a legendary bonus
To inspect a Pokémon in Pokémon GO, open its menu and choose Appraise. Your team leader displays a star rating out of three and separate assessments for Attack, Defense, and HP. Niantic’s appraisal instructions explain how to read those ratings; they do not describe a special IV bonus for legendary Pokémon.
That official guidance also says that powering up or evolving a Pokémon does not improve its appraisal. Purifying a Shadow Pokémon does improve its appraisal.

Acquisition method can affect the minimum
A secondary guide reports a minimum of 10 for each IV for standard raid rewards, eggs, and research encounters, while noting that event encounters can differ. Treat this as qualified secondary guidance, not a floor confirmed by Niantic: Niantic’s Raid Battles overview describes raid types and tiers but does not state an IV floor for Pokémon caught from raids. The reported floor is tied to the acquisition source, not to legendary status.
Main-series games: check the specific encounter
IV generation differs across main-series games and encounter types. A mechanics reference describes individual values as generation-dependent and notes that Pokémon caught in Scarlet and Violet Tera Raids have perfect IVs in designated stats. That rule applies to those raid encounters; it does not establish that every legendary in every game has better IVs.

Returning legendaries in The Indigo Disk
Nintendo identifies The Indigo Disk as the second part of Scarlet and Violet’s The Hidden Treasure of Area Zero. Nintendo’s page does not document IV generation for returning static legendary encounters, so it does not support a definitive rule about their IVs.

How to check a claim about a legendary
- Name the game. Pokémon GO appraisal and main-series IV-generation mechanics are not interchangeable.
- Identify how it was obtained. A raid, research encounter, egg, or static encounter may follow different rules.
- Clarify what “better” means. Ask whether you mean a minimum IV floor, a guaranteed number of perfect stats, or battle strength.
- Look for a rule for that exact encounter. Do not infer a general legendary advantage from a guarantee that applies only to a particular game or encounter type.
