Warlocks gain more Pact Magic spell slots as they level up, and those slots also increase in level. The exact progression depends on whether you’re using the 2014 or 2024 rules. At a given warlock level, all of a warlock’s Pact Magic slots are the same level.
How many spell slots does a warlock get?
The table below shows key milestones from each ruleset. These are Pact Magic slots; Mystic Arcanum spells are separate.

In the 2024 rules, the count rises to two slots at level 2, three at level 11, and four at level 17. Slot level rises to 2 at level 3, 3 at level 5, 4 at level 7, and 5 at level 9, remaining at 5 through level 20. In the 2014 rules, the cited milestones are two level-3 slots at level 5, three slots at level 11, and four at level 17; the slots are the same level as one another.
When do warlock spell slots come back?
In both rulesets, expended Pact Magic slots return when the warlock finishes a short or long rest. The 2024 rules also give warlocks Magical Cunning at level 2: a one-minute ritual that recovers some expended Pact Magic slots. Uses of Magical Cunning return after a long rest. It restores expended slots; it does not permanently raise the number of slots on the class table.

Do Mystic Arcanum spells count as spell slots?
No. Mystic Arcanum grants access to particular high-level spells that can be cast without expending a Pact Magic slot. These are additional limited castings, not extra slots.
2014 rules
Mystic Arcanum grants a 6th-level spell at warlock level 11, then a 7th-level spell at 13, an 8th-level spell at 15, and a 9th-level spell at 17. Each can be cast once without using a spell slot and becomes available for that use again after a long rest.

2024 rules
The feature starts at level 11, then adds a chosen level-7 spell at level 13, a level-8 spell at level 15, and a level-9 spell at level 17. Each arcanum spell can be cast once without expending a spell slot; a long rest is required before it can be cast that way again.
What happens at warlock level 20?
The recovery feature differs by ruleset. Under the 2014 rules, Eldritch Master lets a warlock spend one minute entreating their patron to restore all expended Pact Magic slots; they can use it again after a long rest. The 2024 progression described here includes Magical Cunning, but not that 2014 level-20 feature.

What if your character multiclasses?
Under the 2014 multiclass rules, Pact Magic and Spellcasting remain separate features for calculating slots. A character with both can use Pact Magic slots to cast spells they know or have prepared from Spellcasting classes, and can use Spellcasting slots to cast warlock spells. Calculate the slots for each feature under the applicable multiclass rules.
