No. Citra is a Nintendo 3DS emulator, and its project materials do not identify Nintendo DS game support. A Nintendo 3DS console’s ability to play most DS games does not mean Citra can emulate them.
What Citra is designed to emulate
Citra’s project page describes the software as a Nintendo 3DS emulator and links to a compatibility list for 3DS games: Citra project page. Its archived FAQ likewise describes it as a work-in-progress Nintendo 3DS emulator that can run homebrew and commercial software with varying degrees of success: Citra FAQ archive.

Those materials do not establish Nintendo DS game support. If you are asking whether DS titles such as Pokémon HeartGold, SoulSilver, Black or White run in Citra, the supported answer is no: Citra is not documented as a DS emulator.
Why a Nintendo 3DS can play DS games but Citra cannot
Nintendo’s backward-compatibility information applies to Nintendo 3DS family hardware, not to Citra. Nintendo of America Support says that, with a few exceptions involving the Game Boy Advance slot, Nintendo DS games are compatible with Nintendo 3DS family systems. Some games or features that require the GBA Slot 2 are exceptions: Nintendo DS game compatibility on Nintendo 3DS family systems.

That hardware compatibility does not transfer automatically to an emulator. Citra’s stated target is 3DS software; the fact that a physical 3DS can play many DS cartridges is not evidence that Citra reproduces the DS system or runs DS games. Nintendo also states that 3DS game cards can only be played on Nintendo 3DS family systems, which underscores that the DS and 3DS are distinct console families: Nintendo game manuals and system information.
How to interpret Citra’s compatibility information
The preserved Citra compatibility page is an archive of the official Citra website dated March 4, 2024. It describes compatibility for Citra games, not an exhaustive current guarantee for every build, and notes that some games require files from a 3DS console: Citra compatibility page archive. Use it as historical 3DS compatibility information; it does not change the answer about DS titles.

What to use for Nintendo DS games
If your goal is to play DS games, use software or hardware specifically intended for Nintendo DS emulation or play them on compatible Nintendo hardware. Citra is not the right emulator for that purpose. This answer concerns Citra as described in the cited project materials; it does not make claims about every unofficial fork or future derivative project.
