No, not between platforms in general. The Elder Scrolls IV: Oblivion Remastered does support save syncing between Xbox consoles and the Xbox app on Windows PC through Xbox Play Anywhere. That exception does not include PlayStation 5 or establish save sharing with Steam.
Which versions of Oblivion Remastered share saves?

How the Xbox Play Anywhere exception works
If you play through Xbox Play Anywhere, your Xbox console and Xbox app on Windows PC can use synced progress. Xbox Wire also describes cloud play as part of that Xbox Play Anywhere offering. This is an ecosystem-specific feature, not a general promise that saves move between every version of the game.
In particular, owning or playing a PC version is not enough to make its save compatible with every other PC storefront. The official cross-save statement is tied to Xbox Play Anywhere; it does not say that Steam saves sync with Xbox or PlayStation saves.
Can you transfer an original Oblivion save?
No. Bethesda says saves from the original The Elder Scrolls IV: Oblivion are not supported in Oblivion Remastered, so progress cannot be transferred from the original game. This is separate from syncing a Remastered save between supported Xbox Play Anywhere devices. Bethesda Support

If an Xbox or Steam cloud save is not syncing
A sync problem on one platform is not evidence of cross-platform compatibility. Bethesda’s Steam troubleshooting guidance notes that a moved Windows Documents folder can interfere with local cloud synchronization. Its listed default save-data folder is C:UsersYOURUSERNAMEDocumentsMy GamesOblivion RemasteredSavedSaveGames. Bethesda Support: Steam cloud sync troubleshooting
Use that guidance to investigate a Steam cloud-sync issue; it does not enable Steam-to-Xbox or PlayStation save transfers.
