Understand the limits of the old community workaround
A Nexus Mods author published an unofficial PC workaround for Nightrunner tools stuck at level 1 after multiplayer upgrades. The page says version 1.0 was uploaded and last updated on February 21, 2022. Its instructions involve backing up the save, buying only missing upgrades in order at a Craftmaster, saving, and then removing the added data file. The author explicitly warns that the mod could brick a save.
This is not an official Techland fix, and the page does not establish compatibility with current game builds. Do not treat those steps as safe or current, and they do not apply as console instructions.
