Report back to Menella and speak with Empress Nadinia to complete the quest.
When Civil Unrest becomes available
You can take on Civil Unrest during the Unmoored World, after starting Halls of the First Dawn. In Bakbattahl, find Ser Menella on the route toward Flamebearer Palace, near the pillar of light. Guides place her around the inn and palace approach; the opening encounter is the brawl near the city entrance.

If you have not started Halls of the First Dawn, you may still resolve the disputes, but you will need to return to Menella after starting that quest to arrange the evacuation.
How to resolve the three disputes amicably
1. Residential ward brawl
When the two arguing residents turn on you, do not attack them. Defend yourself or avoid retaliation and wait until they tire. Attacking is described by quest guides as the violent approach and may worsen the outcome.

2. Bazaar argument and hungry children
Go to the argument near Pilgrims’ Inn – Flagship. Choose the dialogue response that says neither disputant is wrong. Then speak to one of the nearby children and give them food. Both actions are part of the amicable resolution.
3. Duel by the Vocation Guild
Speak with the people involved and agree to witness their duel. Let it finish; the fighters will respect one another and the dispute will be settled.

How to finish Civil Unrest
- After resolving all three disputes, return to Menella in Bakbattahl.
- Follow her direction to Empress Nadinia’s chambers in Flamebearer Palace and speak with Nadinia.
- If you have not yet initiated the Seafloor Shrine evacuation through Halls of the First Dawn, start that quest and return to continue the evacuation objective.
The evacuation storyline proceeds through Halls of the First Dawn and the Seafloor Shrine.

Published quest guides do not give a fully consistent reward total, so treat the figures as reported outcomes rather than a guaranteed payout. Game8 lists 20,000 XP, 20,000 G, 35 Wyrmslife Crystals, and one Allheal Elixir. Dot Esports reports 20,000 XP, with 10,000 G and 30 Wyrmslife Crystals for a lower outcome; it says amicable resolutions raise those amounts to 20,000 G and 35 Wyrmslife Crystals. Gamer Guides lists 20,000 XP, 10,000–20,000 G, 35 Wyrmslife Crystals, and an Allheal Elixir for amicable resolutions.

For the best reported outcome, use the peaceful choices in all three disputes. Guides associate amicable resolutions with higher gold and Wyrmslife Crystal rewards, though their summaries differ on the exact totals and the Allheal Elixir.
Does Civil Unrest have a time limit?
Capcom’s official manual warns that some quests advance as time passes, even without the Arisen’s involvement, and that taking on multiple quests can lead to unintended consequences if you do not act in time. The cited manual warning is general; it does not identify Civil Unrest as a timed quest.
