If Grand Theft Auto IV: The Complete Edition runs smoothly at first, then becomes choppy after roughly a minute, there is no confirmed one-size-fits-all cause. Start with Rockstar’s official PC troubleshooting: make sure the game is up to date, check Windows virtual-memory settings, and run the in-game benchmark. If you play through Steam, you can also test the Steam Overlay as a reversible diagnostic—but player reports conflict, so it is not a guaranteed fix.
First, identify what “choppy” means on your PC
A Steam Community discussion opened on March 24, 2020 describes stuttering and frame skipping that began after a short period of play, with reports ranging from a couple of minutes to other timings. That establishes this as a reported symptom, not a diagnosis: similar timing does not prove that different PCs share the same cause.
Before changing anything, note your Windows version, CPU, graphics card, RAM, graphics-driver version, game version, and whether you launch through Steam or another launcher. Also record whether performance falls steadily, hitches intermittently, or does both, and whether the onset occurs at about the same elapsed time each attempt. These details make comparisons—and any later support request—more useful.
Work through the safest checks first
1. Reproduce the problem before changing settings
Run the game under your usual conditions and note when the choppiness starts. For one comparison, close obvious background workloads and repeat the same test. A Steam discussion mentions background activity as something to consider, but it does not establish that background apps caused the reported slowdown. Treat this as a check, not a fix.

2. Confirm the game is updated
Rockstar’s General Troubleshooting for GTAIV on PC, last updated March 20, 2024, recommends checking that the game is updated. Verify the installed version through the launcher you use before testing other changes.
3. Check Windows virtual memory
Rockstar recommends letting Windows manage paging-file size automatically for Windows Vista through Windows 10; its page also gives a system-managed setting for Windows XP. Those are older, version-specific instructions. Use the equivalent virtual-memory or paging-file controls for your current Windows version rather than following an old menu path blindly. If Windows already manages the paging file, record that and move on.

4. Run GTA IV’s built-in benchmark
Rockstar recommends the in-game benchmark when settings adjustments do not produce smooth gameplay. Open Graphics > Benchmark, run it, and keep the result. Rockstar says benchmark files are saved in DocumentsRockstar GamesGTAIVBenchmarks; the results can help describe the issue in a support request. The benchmark provides comparable information, but it does not by itself identify why a delayed slowdown occurs.
5. Test the Steam Overlay only if you use Steam
In the Steam Community discussion, one player reported that enabling the overlay stopped stutter during a 15-minute session, and another agreed. Other participants said stuttering continued with it enabled or that performance was better with it disabled. If you play on Steam, toggle the overlay from its current Steam settings and repeat the same short test. Change only this one setting at a time, compare the result with your baseline, and keep whichever state works better on your PC.

Why a pile of old tweaks is a poor next step
Steam Community posts from 2017–2018 describe severe slowdown after a fullscreen-optimization change. That anecdote does not prove fullscreen optimizations generally cause GTA IV stutter, but it is a useful warning that a tweak can introduce or expose a different problem. Avoid stacking old command-line flags, compatibility changes, downgrades, or third-party wrappers without evidence that a specific change addresses your setup. Multiple simultaneous changes make it harder to tell what helped and can create new symptoms.
Check requirements, but do not use them as a stutter diagnosis
Rockstar’s system-requirements page, last updated April 30, 2024, lists the following minimums. They are the publisher’s published minimum specification, not a promise of smooth performance on every system that meets it.

Steam’s Complete Edition listing gives different minimums for the processor, memory, and graphics: an older Core 2 Duo/Athlon X2, 1.5GB memory, and 256MB graphics, alongside Windows 10 64-bit and 22GB storage. The two listings do not match, so keep their figures attributed to their respective sources rather than combining them. Meeting either list alone cannot establish the cause of a timed frame-rate drop.

Keep the benchmark output and your system details, then submit them to Rockstar Support with a description of when the slowdown begins and which controlled checks you tried. Rockstar explicitly invites players to include benchmark results with a support request. This gives support concrete observations without obscuring the issue with unrelated tweaks.
