Jose first appears in a story event on May 7. After that introduction, he can appear randomly as you explore Mementos, including when you change floors. To look for him, keep moving between floors; one guide suggests alternating between two floors, but this does not guarantee a spawn. When Jose appears, a cutscene plays and his location is marked on your map.
How Jose’s appearances work
First encounter: May 7
Jose is introduced through a story event dated May 7 in the Samurai Gamers Jose guide. This is separate from his later appearances in Mementos.
Later encounters: random in Mementos
After the introduction, Jose may appear at random while you explore Mementos, including when you change floors. The GameFAQs Mementos guide suggests alternating between two floors to keep searching. It is a practical tactic, not a guaranteed spawn method; the consulted guides do not give a spawn rate or a specific floor, date, stamp count, or flower total that guarantees he will appear.
How to tell when he has appeared
A cutscene signals Jose’s appearance, and his location then shows on the Mementos map, according to the Samurai Gamers guide. Check the map rather than assuming he will be at a particular point on the floor.

Spend flowers before leaving Mementos
Jose trades useful items for flowers. The in-game tutorial text reproduced in the GameFAQs guide warns: “These FLOWERS cannot exist outside of Mementos, so be careful. You will lose all FLOWERS you collected when you leave.” If you have flowers, find Jose and trade before exiting; the flower counter resets when you leave Mementos.

After you meet him, you receive a stamp sheet. Jose can use stamps found at stands along Mementos routes to change Mementos’ cognition and increase experience, money, or item gains. These mechanics are described in PlayStation’s official Persona 5 Royal feature.
