Where to find a Cloud in a Bottle
The usual route is to explore the Underground and Cavern layers and open Gold Chests. The Official Terraria Wiki lists different drop rates by chest location:

These are the Wiki’s listed rates, not a guarantee for an individual chest. The lava-layer rate is listed separately; the Wiki’s general acquisition description points players to Gold Chests in the Underground and Cavern layers. Can you get it from a Mimic?
The Official Terraria Wiki also lists a 16.67% drop rate from Pre-Hardmode Mimics in Skyblock, Remix, and Zenith worlds. This is a special-seed exception, not the standard route for ordinary worlds.

What the Cloud in a Bottle does
It is an accessory that grants an extra jump when equipped. The Wiki describes the extra jump as lasting 75% as long as a normal jump and adding five tiles to maximum jump height, for a total of 11 tiles without other accessories.

The item is used to craft a Cloud in a Balloon and a Fart in a Jar. The Wiki also lists version-qualified recipes for Blizzard in a Bottle and Sandstorm in a Bottle at a Crystal Ball; its history notes that Desktop 1.4.4 added those uses. Check the recipe for your platform and game version before gathering materials.
