Jill Valentine is 23 years old in the original Resident Evil. That is the age given in character-reference material for the 1996 game; it is not an age calculated from a birth date.
Jill’s age in the original Resident Evil
Jill is listed as 23 in reproduced profiles from the Resident Evil manual and its official strategy guide. A transcription of the 1996 BIO HAZARD Complete Capture Manual gives the same age.
The original game was released in 1996 and was developed by Capcom, as noted by Guinness World Records. The age comes from character-reference listings, rather than from working out how old Jill would have been in the year the game debuted.

All four references agree on 23. Their publication and hosting details differ, so they are best understood as consistent character-profile evidence rather than as four current Capcom webpages.

Does that age apply to every Resident Evil game?
No. The answer here is specifically about Jill in the original Resident Evil. It should not be carried over to a later game or remake without a reference for that particular appearance. Nor does “23” mean Jill is 23 today: it is the age assigned to her in the original game’s reference material.
