You can get the Double-Spooker accessory by completing three Manor missions, according to multiple community sources. A community wiki also lists obtaining the Portal Shutdown badge as an alternate route, but that route has less independent confirmation. If neither unlocks it in your current game, check the live accessory or badge description because community reports do not establish that the requirements are unchanged.

The Manor route is the more consistently reported option. The available sources do not establish whether the two routes are alternatives in the current live game, or whether either requirement has changed. The community wiki’s accessory index also lists Double-Spooker, but does not provide official confirmation of current unlock conditions.
What Double-Spooker does
Double-Spooker is an accessory, not a regular unit. Equipping it replaces your usual unit selection with summonable enemies. The accessory index also lists a +100% cash limit effect; that is the listed in-game effect, not an unlock requirement.
