There is no single unlock requirement across every version of World of Warcraft. In current retail-style play, check the Caverns of Time portal in the Stormwind or Orgrimmar portal room. In Burning Crusade-era versions where Zephyr is available, she can teleport eligible characters from Shattrath after they reach Revered reputation with the Keepers of Time.

Use the capital portal room in retail-style WoW
Visit the portal room in Stormwind or Orgrimmar and look for the Caverns of Time portal. The source listing names both capital-city rooms, but portal inventories can change; Blizzard’s cited announcement confirms the rooms themselves, not that this specific portal is currently present. If you do not see it, use another travel route or ask a player for help rather than assuming your character needs to unlock it.
Use Zephyr in Burning Crusade-era versions
Check that Zephyr is available
In versions that include her, Zephyr is at the World’s End Tavern in Lower City, Shattrath. Talk to her to use the Caverns of Time teleport. The cited Burning Crusade guide specifies Revered reputation with the Keepers of Time.
Account for Classic phase timing
In Burning Crusade Classic, Zephyr’s availability can depend on phase progression. If she is absent, the character may not be missing a reputation unlock; the NPC or feature may not yet be available in that version or phase.

What to do if neither option is available
- Confirm which version you are playing: retail, Burning Crusade Classic, or another Classic release can have different travel options.
- Check the appropriate capital portal room or Shattrath tavern again, depending on the version.
- Ask a Warlock for a summon or use a meeting stone where applicable.
- If those options are unavailable, travel through the game world; the best route depends on your starting location and version.
