CD PROJEKT RED’s official game page describes the Complete Edition as including the story expansions Hearts of Stone and Blood and Wine. The publisher’s 2019 Nintendo Switch announcement also says it includes the base game and every piece of additional content released by that time, including 16 free DLCs.
The same 2019 announcement advertised “over 150 hours gameplay” for the Complete Edition. That is the publisher’s description of the edition’s content, not a standardized average completion time, so it is not directly comparable with the three HowLongToBeat play-style estimates. If you own only the base game, check the current listing for your platform: the publisher’s official page says owners of the base game receive the expansions at no extra cost and notes that the Complete Edition replaced the standalone base-game listing in the relevant storefront change.
