You can prepare Steam and GTA V for offline play while you still have an internet connection, but the setup is not a guarantee that the game will launch—or remain playable indefinitely—without one. Sign in, update and launch the game online first, then switch Steam to Offline Mode.
Prepare GTA V and Steam before you lose internet
- Sign in to the right Steam account. Connect to the internet and sign in to the Steam account that owns GTA V. At the login screen, enable Remember me.
- Finish updates. Let Steam and all GTA V files update completely before disconnecting.
- Run the game online once. Launch GTA V and complete any first-run installation, update, Rockstar account sign-in or activation prompts. Confirm that you can reach playable single-player content, then exit the game normally.
- Allow Steam to save credentials. In Steam settings, make sure Don’t save account credentials on this computer is not selected.
- Switch Steam to Offline Mode. In the Steam menu, choose Go Offline and follow the confirmation prompt.
- Close Steam normally. When you are done, exit Steam normally rather than force-quitting it; saved information is needed for Offline Mode.
What Steam Offline Mode does—and does not—promise
Steam Support describes Offline Mode as a way to play games through Steam without an active connection to the Steam Network. Steam features that require a connection will be unavailable. Steam recommends updating and starting games online first, saving credentials, and then selecting Go Offline. Steam Support: Offline Mode
Steam also warns that games requiring an active connection or an external launcher may not work offline. If Steam asks you to log in, Steam says there is no way to bypass that login without going online. The preparation steps reduce avoidable setup problems; they do not guarantee a successful launch in every installation or permanent access without reconnecting.
Check which GTA V edition you have
Steam’s support listings describe internet requirements for both editions, but the named Rockstar components differ. The listings do not establish different offline guarantees for Legacy and Enhanced.

See the support listing for your edition: Grand Theft Auto V Legacy or Grand Theft Auto V Enhanced. The listings do not say when periodic entitlement verification occurs or how long a particular installation can remain offline before it is requested.
If GTA V will not start offline
- Steam asks for a login: Steam’s guidance says the login cannot be bypassed without reconnecting. Go online and sign in, then check that Remember me is enabled and credentials are allowed to be saved.
- A Rockstar prompt appears: The edition’s Steam listing names the relevant Rockstar component and requires internet for activation. Complete any required sign-in or activation while connected.
- The game has pending updates or first-run steps: Reconnect, finish the updates and prompts, launch the game online, and exit normally before trying Offline Mode again.
- It still fails after preparation: Steam’s Offline Mode guidance does not guarantee that games with external launchers or active-connection requirements will work offline. Reconnect to use features or verification that require the network.
GTA Online requires an internet connection; Offline Mode is for offline Steam use and does not make online play available.
