In Feed and Grow: Fish, fish unlocks depend on the game mode and version. The documented Survival system awards species by tier after you complete three fish life cycles and their assigned tasks; some boss fish instead require a defeat and achievement. The available official notes do not provide a verified current list of every fish or a universal “unlock all” route.
Check your game mode first
Before working toward an unlock, identify whether you are playing Survival or a mode featuring a boss. The documented Survival progression and boss-achievement unlocks are separate routes, so progress in one should not be assumed to unlock fish through the other.

Unlock species through Survival stars
In its October 2, 2019 Update 0.11.0 notes, the developer described this Survival progression: complete three fish life cycles and the tasks assigned for them to earn a star. The difficulty determines the star tier:

The update says each star permanently unlocks species for its tier, but does not name the fish assigned to each tier. Use the tasks shown in your game rather than relying on an unsourced fish-by-fish checklist. Read the official October 2019 update notes.

Unlock some bosses by defeating them
Megalodon
The developer’s December 2018 announcement says Megalodon becomes playable after you take it down and earn its achievement. See the official Megalodon announcement.
Prognathodon and Arapaima
A Steam community discussion dated August 30, 2024 says that Prognathodon and Arapaima, as well as Megalodon, must be defeated to unlock them. Treat this as player guidance, not an official or exhaustive unlock list: view the community discussion.

Why an “all fish” checklist may not match your game
Feed and Grow: Fish’s official Steam listing describes it as Early Access and says the last developer update was over four years ago. Store-page status can become stale, and dated patch notes establish how a particular version worked rather than proving that every current installation behaves the same way. Check the official Steam listing.
Progression has changed before: an April 2019 developer update said Survival was temporarily disabled across maps while bugs were investigated and progression was reworked, with permanent all-fish unlocks planned. That predates the October 2019 star system, so it is not a separate current instruction. Read the April 2019 update.
