You can complete both characters’ questlines on the same V, but those questlines do not make both romances available. To experience both romantic outcomes in the base game, use separate compatible playthroughs.

Why one V cannot romance both
The romance requirements conflict at the level of V’s body type: the reviewed guides list a female body type and feminine voice for Judy, and a male body type for Panam. The guides do not report a voice requirement for Panam. These are standard, unmodified-game requirements; the cited guides are not official CD Projekt Red documentation and do not certify every requirement against each patch.
Both personal questlines can be pursued in one playthrough. That is different from qualifying for both romantic relationships: completing the quests does not remove the character-eligibility conflict. The straightforward vanilla option is to pursue each romance on a separate compatible V.

Judy’s romance route
Judy’s personal quests follow her appearance in the main story. PC Gamer’s overview places her call after Double Life, with Both Sides, Now beginning the personal chain. To pursue the romance, follow the chain and make the pivotal choices below.
- Complete Both Sides, Now and continue through Ex-Factor.
- In Talkin’ ’Bout A Revolution, agree to help Judy.
- In Pisces, reject Maiko’s plan or refuse Maiko’s payment. The reviewed guides identify either choice as a way to keep the route open.
- In Pyramid Song, accept Judy’s invitation to dive. In the conversation afterward, select the relationship option if you want a long-term romance rather than a one-off encounter.
The listed route is Both Sides, Now → Ex-Factor → Talkin’ ’Bout A Revolution → Pisces → Pyramid Song. Eligibility in the cited guides: female body type and feminine voice.

Panam’s romance route
Panam is introduced in Ghost Town; her personal quest chain begins later with Riders on the Storm. Follow the choices below if you want to pursue her relationship.
- In Riders on the Storm, reach the Raffen Shiv camp within 24 in-game hours. PC Gamer’s walkthrough says travelling there yourself or going with Panam is not the decisive condition. Invite her to make herself comfortable and express interest in the dialogue.
- In With a Little Help from My Friends, do not tell Saul about Panam’s plan, and do not say you are helping for money.
- In Queen of the Highway, choose to synchronize further to start the relationship.
The route is Riders on the Storm → With a Little Help from My Friends → Queen of the Highway. Eligibility in the cited guides: male body type.

What to do if you want both romances
- Want both quest arcs on one V? You can pursue both questlines, but only the romance compatible with that V’s body type and, for Judy, voice can meet the listed eligibility requirements.
- Want both romantic outcomes? Plan two compatible vanilla runs: one meeting Judy’s requirements and another meeting Panam’s.
- Considering mods? Any workaround is unofficial. The cited guides do not establish a modded method or confirm compatibility with a particular game version, so check the mod’s requirements against your installed version before relying on it.
