You can enter Brookhaven’s Power Plant without a Blue Key Card: go into the building and head to the reactor room. The card is needed for the separate underground Agency Room, not for ordinary entry to the plant.
How to enter the Power Plant
- Find the Power Plant landmark. It is a workplace with a reactor room and walkways, according to the official Brookhaven location guide.
- Go inside and head to the reactor room. That is the starting point for exploring the plant and reaching its underground area.
The available guides do not provide a detailed route from the town spawn to the plant’s exterior entrance. If you want to take a job there, Brookhaven’s beginner guide says jobs can be selected in the Jobs menu or by entering a building and using its Take Job button; it does not specify where that button appears in the Power Plant.
Getting into the underground Agency Room
The Agency Room is a separate destination below the plant. The official Brookhaven secrets guide describes tunnels beneath the Power Plant that pass the reactor and lead to a locked door. You need a Blue Key Card to open that door.
- Reach the reactor room.
- Find the tunnel entrance. Pro Game Guides’ Agency Room walkthrough describes it as a manhole behind the left turbine, followed by a tunnel and a hidden chamber reached through a wall.
- Follow the tunnel to the locked door and use the Blue Key Card.
The tunnel and card-locked door are confirmed by the official guide. The more specific manhole and hidden-wall directions come from Pro Game Guides, whose walkthrough was updated September 2, 2025; exact positioning may have changed, so check the layout in-game if those directions do not match what you see.

Where to find the Blue Key Card
The official Brookhaven secrets guide lists two locations:
- Police Station: Enter cell #2 through the vent above the top bunk to reach the attic. The card is behind a chest of drawers.
- Power Plant: Look under a chair in the power room.
Power Plant versus Agency Room
| Destination | How to access it | Key requirement |
|---|---|---|
| Power Plant building | Enter the building and go to the reactor room | No card requirement is stated in the guides |
| Underground Agency Room | Follow the tunnels beneath the reactor to the locked door | Blue Key Card required |
The Power Plant and its underground tunnels arrived in the August 2025 Power Plant update, as noted in the official secrets guide. Avoid relying on glitches or clipping to get into restricted spaces: the guide says unintended access to areas the map was not built for may be fixed and stop working.
