Forza Horizon 5 documents in-game tools for changing cars and creating events, but an official Forza forum result warns that modifying the game is not allowed and can lead to a permanent ban. If you want a different look, handling setup, or race, use the game’s customization, community, and EventLab features rather than changing game files.
What “modding” means in Forza Horizon 5
Players use “mods” to mean different things: changing a car’s appearance or handling with in-game options, building a custom event, or altering the game’s files with external tools. FH5’s official page documents the first two categories. For external file modification, an official Forza forum result points to the Enforcement Guidelines and warns that modifying the game is not allowed and can result in a permanent ban. The linked policy page could not be checked, so the warning does not establish a detailed distinction between visual-only edits and gameplay-affecting changes.

Use FH5’s built-in customization tools
The right tool depends on what you want to change:

Find and use community car setups
Download a setup shared by another player when you want to try a different tune without building one from scratch. Forza says players can use community setups to learn driving skills or complete the Festival Playlist. A tune changes the car’s setup; it is not a modification of the game files.

Make an event with EventLab
Use EventLab when you want to change the activity rather than the car: it supports custom races, challenges, stunts, and game modes. It is FH5’s documented route to player-created events, not a tool for installing external modifications.
Why PC file access does not mean FH5 supports mods
Microsoft Learn explains that resources in supported PC GDK games can be modifiable by default, including resources in an XboxGames folder. That is general platform documentation, not approval for modifying Forza Horizon 5. Access to files on a Windows PC does not establish that a particular publisher permits changes to its game. What to consider before changing game files
- Ban risk: The official Forza forum result warns that modifying the game is not allowed and can result in a permanent ban. It links to the Forza Enforcement Guidelines; that page redirected to an inaccessible support domain, so the precise current policy wording and any category-specific exceptions are not established here.
- No verified sanctioned file-mod route: The documented alternatives are FH5’s built-in customization and creation features; the available sources do not establish an approved third-party mod manager or file-mod installation method.
- Platform documentation is not game permission: Microsoft’s general PC GDK guidance describes capability, not FH5-specific authorization.
If your goal is a new look, a different tune, or a custom activity, choose the corresponding in-game feature above. If you mean external edits to FH5’s files, the available official warning makes that a risky choice, and no safe installation procedure is established.
