To increase Happiness in Civilization VII, first address the settlement with low local Happiness, then check whether you have exceeded your settlement limit. Specialists consume Happiness, while empire-wide Happiness builds toward Celebrations. The best available fix depends on your civilization, leaders, and current game setup.
How Happiness works
Happiness operates at two scales. Local Happiness affects a settlement: specialists and buildings draw on it, and negative local Happiness reduces other yields. Global Happiness accumulates across settlements toward Celebrations. The official empire-management guide describes both effects.
This means a high empire-wide total does not necessarily resolve a struggling settlement. Check the local figure where yields or specialist plans are affected, as well as the empire’s progress toward a Celebration.
What to check first
- Inspect the settlement with the problem. Check its local Happiness, whether it is below zero, and how many specialists it supports. Specialists use both Food and Happiness, so their benefit comes with a cost.
- Check your settlement count against the limit. The official guide says exceeding the settlement limit lowers local Happiness in each settlement and reduces global Happiness yield. If you are over the limit, expansion may be worsening both local and empire-wide problems.
- Review available Happiness effects. Look at buildings, traditions, wonders, and other effects that explicitly provide Happiness, and note which settlement benefits and what each option costs your plan.
The settlement-limit penalty is one documented cause, not a complete list of every possible source of low Happiness. Exact yields and costs can depend on the game version and setup.

Use the Happiness options your civilization actually has
Some Happiness tools are specific to a civilization or its progression, not universal choices. Official guides describe several examples:
- Mexico: The Corridos tradition increases settlement Happiness for each Tradition slotted into government. The Catedral receives a Happiness adjacency from Culture Buildings, and the Palacio de Bellas Artes increases Happiness in its city. These options make government slots and city placement relevant to the plan.
- Han China: Jiu Qing increases Influence on Happiness Buildings, while Laozi Shì Dàfū can grant a Happiness-producing Codex. These are Han-specific effects, not general bonuses for every civilization.

Turn empire Happiness into a planned benefit
Celebrations are an empire-level payoff from accumulated Happiness, rather than a local building that fixes one settlement. Their effects depend on government or civilization. Mexico’s official guide, for example, describes Celebration effects tied to culture, military production, Influence, and science across its civic progression.
When choosing an effect, weigh four things: which settlement receives local Happiness, whether it helps with an over-limit penalty, what production or policy-slot opportunity it costs, and whether it also advances a Celebration or another intended bonus. This is a way to compare options, not an official ranking; no single strategy is established as best for every civilization or game setup.

Account for leader and memento synergies
Some effects make Happiness valuable for more than stability or Celebrations. The official Legends and Mementos guide says the Joyeuse memento increases Happiness per Cavalry Unit. It also describes a synergy with Ashoka’s Dhammaraja ability, which grants bonus Food from excess Happiness. If those options are part of your game, consider how the combination changes the value of building Happiness rather than judging it by the Happiness total alone. The available official descriptions establish the mechanics and several civilization-specific examples, but do not provide a universal ranking or a set of comparable numeric yields and costs. Exact balance may vary by patch, platform, game speed, and setup. Choose based on the settlement’s local need and the bonuses available in your current game; avoid assuming an option shown for Mexico or Han China is available to another civilization.
