Will it play every Genesis or Mega Drive cartridge?
The Mega 95 is intended for Genesis/Mega Drive cartridges, but a complete compatibility list has not been established. The available information does not confirm behavior across cartridge regions or unusual titles, nor does it establish support for Sega CD or 32X games. If a particular cartridge is important to you, wait for a compatibility statement for that game and region rather than assuming it will work.
Hyperkin says some of its other RetroN models have region switches, but that does not establish the Mega 95’s region behavior. Its support team recommends cleaning cartridge pins with 91% or higher isopropyl alcohol when one of its consoles does not read a game; this is general cartridge-care advice, not a Mega 95-specific instruction. See Hyperkin support for its guidance.

How does it compare with other ways to play Genesis cartridges?
The Mega 95’s announced distinction is handheld play with a reported option to use a TV dock. Hyperkin also sells tabletop cartridge hardware, including the Mega RetroN, described as a Genesis/Mega Drive console, and the RetroN 3 HD, whose product page lists Genesis/Mega Drive cartridge compatibility and 720p output. Those products are separate tabletop alternatives; their availability or features do not mean the Mega 95 is shipping.
For a meaningful comparison, look for confirmed details on cartridge and regional compatibility, final screen and dock specifications, tested battery life, price and actual availability. Several of those details remain unconfirmed for the Mega 95.
