Oblivion Remastered still levels your character through skill use, but changes what counts toward progression and how you raise attributes. Major and Minor Skills both contribute to level progress, though Major Skills contribute faster. When the bronze level-up icon appears, sleep to complete the level and receive 12 Virtue Points to allocate among attributes.
How do you level up in Oblivion Remastered?
- Use skills. Skills increase through use, and increases in both Major and Minor Skills contribute to character-level progress. Major Skills contribute faster, according to Bethesda Support.
- Watch for the bronze level-up icon. It indicates that you have accumulated enough progress to level up. Bethesda does not publish a fixed number of skill increases or an exact experience formula for the remaster.
- Sleep to complete the level-up. The icon signals readiness; sleeping is required to gain the level.
- Allocate your Virtue Points. Each level gives you 12 points. You can assign up to five points to one attribute, and you can raise no more than three different attributes in that level-up.
The eight attributes are Strength, Intelligence, Willpower, Agility, Speed, Endurance, Personality, and Luck. Bethesda describes their effects as follows: Strength affects melee damage and carry capacity; Intelligence affects Magicka; Willpower affects Magicka regeneration and magic resistance; Agility affects dodging and ranged accuracy; Speed affects movement; Endurance affects health and fatigue recovery; Personality affects NPC reactions and persuasion; Luck has subtler effects.
What changed from the original Oblivion?
The biggest documented differences are which skills advance character level and how attribute increases are awarded. The original PC manual describes a level trigger based on ten total Major Skill increases; Minor Skills improved individually but did not advance character level. In Remastered, both Major and Minor Skills contribute, with Major Skills counting faster. The original manual also describes sleeping after the required Major Skill increases, while Remastered uses the bronze readiness icon and requires sleep to complete the level-up.

The Remastered system gives you a direct pool of points to assign rather than relying on the original’s skill-linked attribute-bonus process. The available official instructions do not say whether unspent Virtue Points carry over, so do not assume they do.

How should you choose attributes?
Spend points to support the way you fight and to cover survival needs; there is no universally best allocation. Strength can suit a melee-focused character, while Intelligence and Willpower support different aspects of magic. Agility, Speed, Endurance, Personality, and Luck offer other benefits described above. The five-point cap and three-attribute limit mean you cannot put all 12 points into one attribute during a single level-up.
Because the remaster’s skill threshold and progression formula are not published in Bethesda’s support instructions, it is not possible to give a reliable fixed number of skill increases required per level. The bronze icon is the practical indicator that you are ready.

Why can leveling make combat harder?
Bethesda says enemies scale with the player’s level. Its support guidance warns that quickly raising a noncombat skill such as Mercantile without developing combat ability can leave a character underpowered in fights. In practical terms, level progress alone does not guarantee that your character is better prepared for encounters: develop combat, magic, or stealth capabilities in line with your build as you advance.
Xbox Wire’s April 22, 2025 launch overview called enemy scaling “improved,” but neither that overview nor Bethesda’s support instructions publish exact enemy level bands, encounter exceptions, equipment thresholds, or item-scaling formulas. The supported takeaway is that scaling remains and was adjusted, not that it was removed.

What Bethesda says about the redesign
Bethesda Game Studios’ April 22, 2025 launch announcement says the leveling systems were modified for smoother progression and balance. In an April 22, 2025 extended-look article, Bethesda described the redesign as inspired by both Oblivion and Skyrim. Those statements explain the broad intent, but they do not provide a complete design specification or reveal the remaster’s exact progression formula.
