No. Fallout 76 does not transfer characters or share progress between an Xbox console and a PC. Bethesda says the two versions do not share progress, and it has no way to move characters between platforms. Does using the same Bethesda account transfer an Xbox save?
No. The shared progress Bethesda documents is between the Xbox App for PC and Steam—not between an Xbox console and PC. Signing into the same Microsoft or Bethesda account does not make an Xbox console character appear on PC, and Bethesda does not document a manual transfer or character-merge process. What carries between the Xbox App for PC and Steam?
If you play on PC through the Xbox App or Steam and use the same Bethesda.net account, Bethesda says your characters, progress, and in-game items are available across both PC versions. That is PC-to-PC sharing; it does not include the Xbox console version. [Bethesda Support]

What are your options if you switch from Xbox console to PC?
- Keep your existing character: Continue playing that character on Xbox console.
- Play on PC: Start a separate character. You can choose the Xbox App for PC or Steam; the documented PC progress sharing applies when the same Bethesda.net account is used.

Does the old Bethesda.net Launcher migration help?
No. Bethesda’s February 22, 2022 FAQ, updated April 27, 2022, covered a specific migration from the Bethesda.net Launcher to Steam: linked accounts retained characters and progression during that PC storefront move. It was not a method for transferring Xbox console saves to PC. [Bethesda Support]
