Yes. You can complete The Forest’s story on Peaceful mode, but the final boss still appears and must be fought. Peaceful removes ordinary cannibals and mutants from the surface; it does not remove every threat or all disturbing imagery.
What Peaceful mode changes
The Forest Wiki’s Game Modes reference describes Peaceful as leaving the surface free of cannibals and mutants. The mode is selected when starting a new game, and the reference characterizes that choice as irreversible without mods. Because behavior can vary by platform or game build, do not assume every save handles difficulty changes identically.
Peaceful is not a threat-free or gore-free setting. Hostile fauna remain, and the game still includes blood, mutilated bodies, and effigies. The mode’s description concerns ordinary cannibal and mutant encounters on the surface, not every possible danger in the game.
What still makes you fight
The final boss is the important exception: The Forest Wiki’s End Boss reference says it appears even in Peaceful mode. So while ordinary surface enemies are removed, the story’s last encounter is still combat.

The available mode description establishes the surface rule, not a complete list of cave spawns or scripted encounters across platforms. It would be inaccurate to assume that every cave is empty just because the surface is peaceful.
Peaceful mode and the story’s endings
Difficulty mode and ending choice are separate questions. The Forest Wiki’s Story reference describes two endings: Eric can activate the artifact and cause the plane event, or shut it down and return to the island. The latter is described as unlocking post-game pacification and horde mode. The available reference does not establish whether playing on Peaceful changes ending flags, so do not treat Peaceful itself as selecting a particular ending or post-game state.
