Asking Steam for a refund is legal; whether Valve approves it depends on Steam’s refund policy, the purchase and circumstances, and any consumer rights that apply where you live. For games and software, Steam’s standard policy is a request within 14 days of purchase and less than two hours of playtime. That is not necessarily the limit of your rights: Steam says customers outside its rules may still ask, and some jurisdictions provide additional remedies for faulty games.
What Steam’s standard refund policy says
Valve says customers can request a refund for nearly any Steam purchase, but that does not mean every request must be approved. For games and software applications, the standard criteria are that the request is made within 14 days of purchase and the game has been played for less than two hours. Valve’s refund page was last updated April 23, 2024: Steam Refunds.
If you miss either threshold, you can still submit a request. Valve says it will review requests that fall outside the stated rules, but does not promise approval. If a refund is approved, Steam says it is issued within a week, either to the Steam Wallet or the original payment method where supported.
Refund rules depend on what you bought
The two-week and two-hour rule is not universal across Steam purchases. Check the terms for the specific item, especially if it is downloadable content, an in-game purchase, a subscription, a gift, or a purchase made outside Steam. Valve’s category-specific rules are on its refund policy page.

Could consumer law give you additional rights?
Possibly. Legal rights depend on your country or region, the purchase, and the reason for the request. Valve itself notes that consumers in some jurisdictions may have additional rights when a game is faulty. A policy decision by Steam and a legal remedy under local law are separate questions; the standard Steam time and playtime limits should not be treated as a universal statement of consumer law.
For customers in the EU
EU law generally provides a 14-day withdrawal period for many distance purchases, but digital content supplied without a physical medium can be an exception once performance begins. The exception depends on the consumer’s prior express consent to start during the withdrawal period, acknowledgement that this means losing the withdrawal right, and the trader’s required confirmation. That withdrawal exception does not automatically remove separate remedies for defective or nonconforming digital content. EU consumer guidance describes possible remedies for faulty digital content and services; what applies depends on the facts and applicable rules. See the Commission’s digital-content guidance. Do not assume that downloading or launching a game ends every possible claim.

How to request a Steam refund
- Check the purchase details. Identify the purchase date and category. For a game or software application, check its recorded playtime; for DLC or an in-game item, check the relevant use conditions.
- Open Steam Support. Go to help.steampowered.com and follow the purchase assistance or refund options for the item.
- Explain the reason accurately. If you are outside the standard criteria, describe what happened and ask for a review. Steam expressly allows customers to request consideration outside its stated rules.
- For a possible legal claim, identify your location. Consumer-law rights vary by jurisdiction. A general policy page cannot determine your individual entitlement without details such as where you live, what you bought, and why you are seeking a refund.
