One notice names harassment, threats, and/or abuse as the enforcement category; a second says the suspension was part of a New York Attorney General partnership to remove registered sex offenders from online gaming services. The first notice does not identify a specific act.
What did the Xbox Live notices say?
The December 19, 2013 enforcement email
An email from the Xbox Live Policy & Enforcement Team, addressed to [email protected], says the account’s Xbox Live privileges had been permanently suspended. It gives the category as “harassment, threats, and/or abuse of other players” and says the conduct had been determined to be “severe, repeated, and/or excessive.” The reproduced notice is dated December 19, 2013.
The email lists examples that may fall within the category, including threats, verbal abuse or profanity directed at other players, griefing, extortion or manipulation, defamation, sharing personally identifying information, and stalking. It says the list “may include but is not limited to” those examples. It does not say which, if any, occurred in this case, so the list cannot establish the specific conduct behind the suspension.
The separate New York partnership message
A second message to the same displayed email address gives a different and more specific policy rationale: the account was suspended under a partnership between the New York Attorney General, Microsoft, and other online gaming companies to remove New York registered sex offenders from gaming services, “to minimize the risk to others, particularly children.” It says any account associated with that email address would be unable to connect to Xbox Live. The reproduced message does not describe a particular incident of player harassment.

How would the suspension affect Xbox 360 and Xbox One?
The December 2013 enforcement email describes different effects by console generation:
- Xbox 360: the account could no longer sign in to Xbox Live.
- Xbox One: sign-in would still be possible, but some features—including multiplayer—could be reduced or restricted.
The same notice said customer support could not modify the suspension or provide further details.

What can be concluded—and what cannot?
The records support that an Xbox Live account associated with the displayed email address received a permanent suspension, and that the recipient was given two explanations: a broad enforcement category concerning harassment, threats, and/or abuse, and a separate message citing the New York registered-sex-offender removal partnership. The first notice’s category and examples do not prove any specific act. Both messages are reproduced documents rather than notices hosted on an official government archive, so their wording is best attributed to the reproduced Xbox messages.
Current Xbox Community Standards say a profile or device may be permanently suspended for a severe violation or after efforts to correct repeated negative behavior fail. The current policy also says a permanently suspended owner forfeits licenses for games and other content, Gold membership time, and Microsoft account balances. Those are present-day policy terms, not evidence of the exact terms that applied in 2013.

Former Xbox Live senior director Larry Hryb, known as Major Nelson, responded to the documents: “Our team was thorough, I’ll give them that.” PC Gamer attributed the comment to his Bluesky account in its January 31, 2026 report.
