Ferroseed was the featured Incense attraction, Grass- and Steel-type Pokémon rotated by hour, and Niantic announced an increased chance to encounter Shiny Ferroseed without publishing a numeric shiny rate.

Ferroseed was the featured Pokémon attracted by Incense throughout the event. Additional Incense encounters rotated between Grass and Steel types each hour, according to this local-time schedule:

The event announcement marked some rotating Pokémon as potentially shiny, but did not provide numeric odds. It did not mark Togedemaru in that presentation; those markings should not be treated as a rate estimate.

How Incense worked for the event
Pokémon GO’s Help Center describes Incense as an item that lures Pokémon to your location. A standard Incense typically lasts 60 minutes, although special events can change its duration. Daily Adventure Incense attracts unexpected wild Pokémon for 15 minutes while you move in the real world; it is granted daily, and you can hold only one at a time. The event announcement separately specified that Daily Adventure Incense lasted twice as long if activated during Ferroseed Incense Day. Did Ferroseed Incense Day have a published Shiny Ferroseed rate?
No numeric rate appeared in Niantic’s event announcement. It said the chance to encounter Shiny Ferroseed was increased.
Did the event specify that you had to move for Incense to attract the scheduled Pokémon?
The event announcement listed Incense-attracted Pokémon but did not specify a stationary-play rule. Its description of Daily Adventure Incense says that item attracts unexpected wild Pokémon while you move in the real world; that is a separate mechanic.
