The Rise of Moonlight was a one-step Timed Research bonus for Pokémon GO Fest 2024: Global ticket holders. Its play window ran from May 31 through June 6, 2024, and the final deadline to complete it and claim its rewards was July 13, 2024. The research has expired, so it cannot be started or completed now.

How did players get the research?
The Rise of Moonlight was associated with a Pokémon GO Fest 2024: Global ticket, not a free quest available to every player. Eligible players needed to play during the May 31–June 6, 2024 local-time event window. The exact ticket-purchase cutoff is described differently by the event guides, so a precise purchase date should not be treated as settled. Pokémon GO Hub, Serebii, and Leek Duck cover the ticket link and event window: Pokémon GO Hub, Serebii, and Leek Duck.

No. The research’s final completion and reward-claim deadline was July 13, 2024, at 10 a.m. local time. Players who did not complete it by then can no longer earn the Moon Crown through this research. Nintendo Wire reported the deadline: Nintendo Wire.
The Moon Crown was an in-game avatar item, and the other listed rewards were also in-game items, encounters, Stardust, or XP. No physical item was required for the quest.
