Apple’s App Review Guidelines permit retro game console emulators, but that is conditional permission for developers, not a guarantee that any emulator or game will be approved or available in every App Store region. The rules also do not determine whether a particular game file is legal to download or use.
What Apple changed
On April 5, 2024, Apple updated App Review Guideline 4.7 to include games from retro game console emulator apps among the software that may be offered. On August 1, 2024, Apple clarified that PC emulator apps can offer to download games too. The current rule says: “Additionally, retro games console and PC emulator apps can offer to download games.” See Apple’s April announcement, Apple’s August announcement, and current Guideline 4.7.
This is a change to Apple’s App Review Guidelines, not a promise that a specific app will pass review, remain available, or appear in every country’s storefront. Apple describes its guidelines as a living document, and individual apps remain subject to review.
What the caveats mean
Guideline 4.7 places substantial obligations on developers offering software through an app. Apple’s current text requires:

- Privacy protections: Offered software must follow privacy rules, including Guideline 5.1 on data collection, use, sharing, and sensitive data.
- Content controls: Apps must provide a way to filter objectionable material, report content, receive timely responses to concerns, and block abusive users.
- Payment rules: Digital goods and services must comply with Guideline 3.1.
- Limits on platform access: An app may not expose native platform APIs or technologies to the offered software without Apple’s prior permission.
- Separate data permissions: Data and privacy permissions cannot be shared with individual software without explicit user consent each time.
- Indexing and age controls: Apps must provide an index and metadata for available software, including universal links, identify software above its age rating, and use an age-restriction mechanism based on verified or declared age.
These conditions explain why “emulators are allowed” does not mean every app, download method, or game is automatically allowed. The current requirements are in Apple’s Guideline 4.7.
Does the EU make a difference?
The European Commission includes retro emulator distribution on iPhones and iPads among app-distribution changes associated with the Digital Markets Act (DMA). Its overview also discusses alternative app stores and web distribution, developer steering to other purchase channels, and limits on requiring the gatekeeper’s in-app purchase system. Apple says the Commission designated it a gatekeeper for iOS, the App Store, and Safari on September 5, 2023, and for iPadOS on April 29, 2024. See the European Commission’s app-distribution overview and Apple’s DMA information.

What to check before downloading an emulator
App Store availability can vary by storefront, so look for the app in your own region rather than assuming a listing in another country will be available to you. Delta is one example listed in some storefronts; its US App Store listing is not proof of availability everywhere.

These are useful points of comparison, but the cited sources do not establish a current, like-for-like ranking of emulator apps.
Controllers are optional
You do not need a physical controller to use an emulator. Delta’s official FAQ says it supports “all controllers supported by iOS,” including Bluetooth and connected controllers. Emulator permission does not settle game-file legality
Apple’s guideline requires developers to comply with applicable law, but it does not decide whether a particular game file may lawfully be downloaded or used. Do not assume that owning a physical copy automatically makes downloading a ROM lawful. The answer can depend on jurisdiction and rights-holder terms; check the rules that apply to you and the source of the file.
