Saudi Arabia’s games strategy has two connected but distinct tracks: the Public Investment Fund (PIF) and its affiliates are building a global portfolio of gaming and esports businesses, while the country is also trying to grow a domestic games industry. PIF says Electronic Arts (EA) was acquired on 4 August 2026 by a consortium that includes PIF, Silver Lake and Affinity Partners. Savvy Games Group links the wider effort through its global businesses and its stated role in developing Saudi Arabia’s games ecosystem.
Why is Saudi Arabia investing in EA and games?
PIF presents gaming, esports, entertainment and sports as strategic growth areas, and frames its investments within economic diversification and Vision 2030. The approach is not simply to buy game companies: it combines international acquisitions and stakes with a stated effort to build companies, jobs and industry capacity at home.
When PIF announced the EA transaction in September 2025, Deputy Governor and Head of International Investments Turqi Alnowaiser said PIF was “uniquely positioned in the global gaming and esports sectors, building and supporting ecosystems that connect fans, developers, and IP creators.” That is PIF’s explanation of its rationale, not independent evidence that the investments will deliver particular results. PIF’s 2025 announcement valued the deal at approximately $55 billion in enterprise value.
What is the current status of the EA acquisition?
PIF reported on 4 August 2026 that EA’s acquisition by a consortium of PIF, Silver Lake and Affinity Partners had successfully closed. EA should therefore be described as acquired by the consortium, with PIF as one of its members—not as a company acquired by PIF alone. The approximately $55 billion figure was the enterprise value announced in 2025; PIF’s closing notice does not state a final transaction price. PIF’s completion notice quotes Alnowaiser describing PIF’s prior minority investment and its familiarity with EA’s platform, franchises and intellectual property.

What is Savvy Games Group?
Launched by PIF in 2022, Savvy Games Group is wholly owned by PIF. PIF describes it as a national champion intended to help build Saudi Arabia’s games ecosystem while pursuing global growth in games and esports. At launch, PIF said Savvy had acquired ESL and FACEIT and combined them to form ESL FACEIT Group. PIF’s launch announcement connected the initiative to economic diversification and Vision 2030.
Savvy’s 2024 annual report sets out three strategic pillars: Publishing & Development, Esports & Community, and Saudi Ecosystem Development. Its portfolio illustrates the difference between ownership and a minority investment:

| Portfolio example | Relationship reported by Savvy |
|---|---|
| Scopely | Wholly owned business unit |
| ESL FACEIT Group | Wholly owned business unit |
| Steer Studios | Wholly owned business unit |
| VOV | Wholly owned business unit |
| Embracer Group | 8.1% equity stake |
These classifications are from Savvy’s 2024 annual report. Savvy’s 2023 annual-report release described the $4.9 billion Scopely acquisition and ESL FACEIT Group’s esports activity; it also reported more than 3,500 employees across 22 countries at that time. Those are company-reported figures about Savvy’s operations, not a count of jobs created in Saudi Arabia under the national strategy. PIF’s release on Savvy’s 2023 report provides that account.
How does the global portfolio relate to Saudi Arabia’s local games strategy?
The global and domestic tracks are related, but they are not interchangeable. Acquiring or investing in an established international business expands a portfolio; it does not, by itself, establish that Saudi Arabia has gained a particular number of local companies, jobs or economic returns. Savvy’s stated remit spans both: it owns and invests in gaming and esports businesses while identifying Saudi ecosystem development as a strategic pillar.

That distinction matters when assessing progress: investment inputs and official ambitions are not the same thing as measured domestic outcomes.
What are Saudi Arabia’s games and esports targets?
A 2024 PIF release describing the National Gaming and Esports Strategy said it aims to establish 250 games companies, create 39,000 jobs and raise the sector’s GDP contribution to SAR 50 billion by 2030. These are targets published by PIF in 2024, not verified results or evidence that the goals have been met. The available figures do not establish the program’s realized economic returns. PIF’s 2024 release states the targets.

What does the strategy mean for Saudi esports?
Esports is one component of a broader games-and-entertainment strategy, not a synonym for the whole plan. Savvy’s Esports & Community pillar and its ownership of ESL FACEIT Group connect an international esports business to its wider ecosystem-building remit. The published strategy targets, however, cover the games sector broadly; they should not be read as esports-only targets or as proof of specific outcomes for Saudi esports.
